Scope Writing & Construction Documents
There are two general “categories” of work that we provide these services for:

​Aging HOA Buildings With Deferred Maintenance: This is when a building or buildings are in need of in some cases minor, in others major repairs due to aging and failing building components. We can assess your property from ground to rooftop, and help you to make informed decisions regarding the scope of work, prioritizations, and help you sort out the “needs” vs. the “wants” of your community. Our team has years of experience inspecting and surveying properties and helping clients wade through the myriad of issues that can arise when dealing with aging properties.

​Post-Litigation Repairs: When an Association has recently settled their litigation against the developer and original contractors, and is looking for a set of “fresh eyes, fresh legs” to take their Association through the important reconstruction process. The journey through litigation can be long and exhausting, and we have a great deal of experience with parsing out the most important, yet practical set of priorities to pursue during reconstruction. We’ve been doing it for years and our track record is solid.

We collaborate with other technical consultants, manufacturers’ reps, and installers for creation of a professional, constructible, and cost-efficient set of Construction Documents. Once a project is developed, we are able to solicit comparable and competitive bids on behalf of our clients, assisting them in finding the best bang for their buck.

Construction Management
Supervision and oversight is the key to what allows a project to succeed. Our Project Management team provides on site inspections of the work to ensure the highest quality possible, using cost-efficient and sustainable materials that we specify. We foster a collaborative, communicative, and helpful team environment, from top to bottom. It’s a big part of our successful track record. If we keep the Residents informed of what lies ahead and have a Board, Board representative or manager that we are able to partner with, projects can be carried out more smoothly and have a higher chance for a positive result.

​From the pre-project planning and scheduling, to communication with the community, its residents and the Board/Management, our team can provide consistent and responsive messaging to the residents as the project’s central point of contact. We have support staff and project managers that are accountable to the community and its members for advocacy throughout the project.

SB 326 & SB 721 Elevated Structure Inspections
These two laws, enacted in 2018 (SB721) and 2019 (SB326), are safety laws that require that exterior elevated structures such as Balconies, Stairs, Stair Landings and Walkways (referred to as “EEEs”) that are constructed of wood-based products be inspected for safety. They have differing requirements for who can inspect and write reports. SB326 is for HOAs (Condominiums and Townhomes, generally) and SB721 is for apartments and other multi-family rental unit buildings. Civil or Structural Engineers and Architects are required to perform SB326 inspections, and either Contractors or Engineers or Architects can perform SB721.

As an independent Construction Consulting firm that does not perform repairs, C.L. Sigler & Associates conducts these inspections and provides practical recommendations, without any conflicts of interest. There is much to be said about having an independent consultant perform these inspections, since they do not have a “stake” in the results of the inspections other than to provide practical recommendations aimed towards safety to protect your residents and liability.
